This tender is to source a list of people who go recreational sea fishing in the UK, and which is as representative as possible of the total population of people who fish recreationally for sea fish, for the purposes of selecting a panel of up to 1 500 people to complete a diary during 2019 to record all their marine recreational fishing activities, catches, and expenditure. The survey will contribute to the UK meeting its legal requirements under the EU Multi-Annual Programme (EU-MAP – Commission Implementing Decision (EU) 2016/1251) to estimate recreational fishery catches of certain species; these statutory requirements are likely to continue until 2020. The EU-MAP requirements vary between regions, but for the UK include: European sea bass, Atlantic cod, Atlantic salmon, sea trout, European eel, pollack, elasmobranchs (sharks, rays, and skates), and ICCAT species (e.g. tunas). The Contracting Authority considers that this contract may be suitable for economic operators that are Small or Medium Enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
