Early intervention and prevention requires commissioners to ensure a growing and accessible market for community equipment is created which empowers people to self-help and focus on maintaining independence in the community. It is expected that the provider will clearly understand the need for services to be flexible and to change over time as commissioning organisations need to respond to demographic and budgetary challenges.
