The contract will be awarded using the JCT 2016 design and build contract (DB), including revisions and as amended by the University. The contractor will be required to adopt the design included in the employer’s requirements. The Student Centre is the key component of the Elmwood Avenue Masterplan. The works under this contract include generally everything necessary for the design and construction of the Student Centre with a gross internal area of approximately 11 000 m2 together with associated public realm works, site works, drainage, soft landings/aftercare and seasonal commissioning requirements. The works will also include the demolition of the existing building on the same site.

      4. Description of the procurement:

        The University is undertaking a tender using the open procedure with 2 pricing stages leading to the appointment of a contractor to carry out the design development and construction of the Student Centre. The contract will be awarded using the JCT 2016 design and build contract (DB), including revisions and as amended by the University. The contractor will be required to adopt the design included in the employer’s requirements. The Student Centre is the key component of the Elmwood Avenue Masterplan. The works under this contract include generally everything necessary for the design and construction of the Student Centre with a gross internal area of approximately 11 000 m2 together with associated public realm works, site works, drainage, soft landings/aftercare and seasonal commissioning requirements. The works will also include the demolition of the existing building on the same site. The University also reserves the right to expand the scope of the works delivered under the service to undertake additional projects arising as a result of the Elmwood Avenue Site Masterplan. This may include:

        — public realm and general landscaping enhancements,

        — redevelopment of the adjacent Guthrie House.

        The scope of the works may also be extended to include the redevelopment of the adjacent student guidance centre following decant of services to the proposed Student Centre. The additional works envisaged will not exceed 50 % of the contract value. Design team to retain consistency in service and knowledge of the University and their requirements, it is the University’s intention to novate the services of the design team, to work collaboratively in the delivery of the project (RIBA Stages 5, 6 and 7 plan of work). It is envisaged that the successful contractor will be appointed at RIBA Stage 4 to work collaboratively with the design team to develop the technical design. It is the intention that the University will underwrite and pay the design fees up to and including RIBA Stage 4 Plan of Work. The form of agreement and associated schedules of services for the University’s design team are included in the Appendices. The design team, though novated, shall retain a duty of care to the University to ensure the quality of design, statutory compliance, workmanship and defect rectification are executed to the satisfaction of the University and the employer’s requirements. Demolition The University intends to separately tender the soft strip of the building which will be carried out in advance of the appointment of the contractor. It is intended that at the outset of the pre-construction services period that the contractor will seek tenders for the demolition of the existing building and associated works so that the University will have the option of commencing these works in advance of the main contract works. The initial award of the contract is for the pre-construction services as set out in the pre-construction services agreement.
