        This procurement exercise is for the implementation of a framework agreement for the delivery of civil engineering works valued 50 000 GBP and 500 000 GBP on behalf of Durham County Council. The main users of the framework agreement will be technical services, highway services department however the framework will be available for use by all service areas of Durham County Council. Although predominately funded through Council capital funds some projects maybe funded by external sources which may include Heritage Lottery Funds, European Regional Development Funds, Local Enterprise Partnership Funds and central Government organisations.

        The service carries out civil engineering works directly on the highway for the County Council under the Highway Capital and Revenue maintenance budgets, schemes via traffic and community engagement team for County Council Members and for strategic transport. These works include:

        — road and footpath repair and reinstatement works,

        — new highway construction schemes,

        — construction of footpaths and cycleways,

        — construction of roundabouts on existing highways,

        — alterations, signalling or widening of existing highways,

        — road safety engineering schemes,

        — road markings,

        — road surfacing,

        — vehicle restraints systems,

        — public realm regeneration schemes,

        — construction of car parks,

        — flood alleviation and drainage schemes,

        — bridges and structural works,

        — maintenance of and installation of new street lighting,

        — inspection of and repair to highways and street lighting,

        — winter maintenance and snow clearing.

                  The contracting authority incorporated a standstill period at the point information of the award of the contract was communicated to bidders. That notification provided full information on the award decision. The standstill period which was for a minimum of 10 calendar days, provided time for the unsuccessful bidder to challenge the award decision before the contract is entered into. The Public Regulations 2015 provide the aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court(England,Wales and Northern Ireland).
