Provision of High Support Accommodation and a Night Shelter for Rough Sleepers
This notice is a call for completion in accordance with the Public Contract Regulations 2015.
Brighton and Hove City Council is seeking a provider to operate a high support accommodation and night shelter service to meet the needs of single homeless adults in the Brighton area.
Please note that the timescales involved in establishing the service are very tight it is recommended that potential bidders have access to suitable accommodation.
A full description of the requirement for the delivery of the service will form part of the specification.
We are looking for a minimum of 15 high support accommodation beds and a minimum of 8 night shelter beds.
Requests to participate from those providers who are able to provide the following are welcome:
— have appropriate secured accommodation which will need to be operational before winter 2019.
Service requirements
— operate 24 hours a day 365 days a year,
— run on the same site, which will be suitable for clients with high or medium support needs,
— the contract will not be subdivide into lots therefore it is the expectation of the commissioners that the services will be provided by a single provider.
Due to the timing and sensitivity of the services being provided, the Council would request that only organisations who have a real and present chance of fulfilling the specification submit expressions of interest in response to this request.
In your response to this call for competition the Council please confirm that your organisation (or in the case of consortium bids, all members of the consortium), are able to demonstrate the following:
— strong experience of working with people who are sleeping rough,
— experience of outreach and building based rough sleeping services,
— experience of working with clients with a range of support needs including substance use, dual diagnosis, and personality disorders,
— experience of working with people with multiple and complex needs,
— detailed knowledge of PIE and TIC,
— experience of assessing risk and developing risk management plans,
— the ability to work collaboratively with a range of services,
— experience of providing a safe environment and managing a building the accommodates vulnerable people,
— provision of a service where people rough sleeping can be given night shelter, food, support and company,
— provision of leisure activities available such as activities, games and books,
— provision of hot drinks, water, and breakfast on site and will bring in a hot evening meal which meets a range of dietary choice and requirements,
— Ensuring that that any physical and mental health issues requiring immediate action are identified and timely contact is made with the appropriate professionals.
The prospective service provider will need to supply the address the support service will be located in their call for competition response. The proposed contract length for this service is 2 years.
