Provision of Landside Car Park and Airside Bussing at Stansted Airport
Stansted Airport (‘STN’) is seeking to appoint a single provider for the provision of Landside Car Park and Airside bussing. Further information is contained within the Draft Specification appended to the PQQ document and also briefly outlined within this contract Notice (See Section II 2.4)).

The tender will follow the negotiated process, further detail will be contained within the tender documentation including information on the intended areas/topics for negotiation and the award criteria although a high level description of the service requirement is provided below;
Anticipated contract start date: May 2019
Contract duration: initial term of 5 years with an option to extend for a further 3 years. Maximum contract duration of 8 years.
Months of operation:
Summer period (April – October)
— 7 days per week,
— 24-hour operation.
Winter Period (November – March)
The winning bidder is expected to deliver service improvements to STN by decreasing passenger waiting times, operating a scheduling process based on demand rather than a stipulated set frequency. It is a fundamental requirement for STN to have the ability to increase or decrease the capacity of the bussing provision within a maximum four weeks’ notice period - further detail will be provided in the tender process.
The Landside car park bus service provision covers the collection of passengers from the car parking locations with just over 26 200 spaces on-site and the airside service provision covers four main requirements which supports the transfer of passengers from various airside locations to the terminal building.
There is an expectation that the winning bidder will replace the entire fleet, estimated to be around 30 busses within the first 3 months of the contract through any of the following options; purchase/lease/rental/hire purchase and/or a combination of those listed.
Stansted Airport reserve the right to down-select during the negotiation process and also reserve the right to award on the basis of initial tenders without negotiation.
Potential options that may be considered during the negotiation/tender process are as follows:
Bus replacement – bidders may be required to provide/explore options of electric and/or autonomous vehicle options such as, but not limited to electric/hybrid including any associated infrastructure investments/requirements such as charging infrastructure/facilities as at present there is no supporting infrastructure available at Stansted Airport.
Bus replacement — purchase/lease/rental/hire purchase and/or a combination of those listed may be explored as options when renewing the fleet.
Service provision — Stansted Airport may require bidders to provide options of technological enhancements such as, but not limited to passenger information displays/boards and new vehicle technology alongside any infrastructure requirements/investments during the negotiation/tender process.
Service provision — Stansted Airport may require bidders to provide options of car park reconfiguration/improvements to improve passenger collection during the negotiation/tender process.
All of the options listed above are subject to approval from Stansted Airport, therefore Stansted Airport will confirm acceptance of the vehicle/asset type during the negotiation process and also reserve the right to add, amend or remove further options including those listed above.
