Transport for London (TfL) invite suppliers to tender for a 4-year, single supplier Framework Agreement for the provision of Equality and Inclusion Awareness and unconscious bias Training Services. Interested suppliers will need to demonstrate their specific experience of delivering Equality and Inclusion Awareness training including unconscious bias Training. TfL is conducting this procurement process on behalf of the TfL Group, Crossrail and The Greater London Authority (GLA) and the GLA Functional Bodies currently made up of: The GLA Functional Bodies and other members are as follows: The London Legacy Development Corporation (LLDC) — Mayor"s Office for Policing and Crime (MOPAC) — The Metropolitan Police Services (MPS) — The London Fire and Emergency Planning Authority (LFEPA) — Old Oak and Park Royal Development Corporation (OPDC). The maximum duration of the framework agreement will be four (4) years from the start date. The estimated value of the framework during the possible four-year period will range from 0 to 250 000 GBP. The total value of the framework agreement will not exceed 250 000 GBP. The framework agreement does not guarantee any value or volume of work/services. Any Services will be called-off as and when required subject to the Service Provider"s performance and budget approvals. This procurement is being conducted in accordance with Transport for London"s drive to deliver best value whilst meeting its own requirements. At the end of this procurement process, Transport for London may choose to award a framework agreement. Any framework or call-off contract, which Transport for London awards, will be to the supplier who submitted the most economically advantageous tender. TfL also reserves the right, at any point and without notice, to discontinue the procurement process without awarding a contract, whether such discontinuance is related to the content of tenders or otherwise. In such circumstances, TfL will not reimburse any expenses incurred by any person in the consideration of and / or response to this document. You make all tenders, proposals and submissions relating to this ITT entirely at your own risk. All interested suppliers will need to register as soon as possible via this TfL"s e-tendering portal.

Framework Agreement for the Provision of Equality and Inclusion Awareness Training
The Framework Agreement has been awarded for 4 years. The total estimated value is 230 000 GBP over the lifetime of the framework. This is a competitive procurement conducted in accordance with the Light Touch regime of the Public Contracts Regulations 2015.
Transport for London (TfL) will incorporate a standstill period of at least 10 calendar days when information on the award of the Framework Agreement(s) is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from TfL before the Framework Agreement(s) is entered into. Applicants have 2 working days from notification of the award to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period.
Such additional information should be requested from the address in I.1) above. If an appeal regarding the award of a Framework Agreement has not been successfully resolved, the Public Contracts Regulations 2015 (R 86/87) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action to the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). If a Framework Agreement has been entered into, the court may only award damages.
