To evaluate Step Forward Tees Valley, we will adopt a dual approach, using a process of self-evaluation and an independent external evaluation. Self-evaluation will be undertaken by staff with an in-depth knowledge of the Programme and its objectives, enabling them to reflect on learning and to play an active role in the process of continuous improvement.

The purpose of this invitation to tender is to appoint a suitably experienced contractor to provide an independent and objective assessment of Programme performance and impact. As well as giving us access to specialist research and evaluation skills, this will also provide independent and credible feedback on performance, effectiveness, and impact, highlighting additional learning and opportunities for improvement.

The SFTV Programme commenced in December 2016 and will run until September 2019, however it is envisaged the Evaluation will continue until December 2019. A detailed specification for the works required can be found in Appendix A. The Budget for this work is expected to be between GBP 200 000 - GBP 240 000 including VAT.

As per section 1.4 Right of Rejection and Appointment of the Invitation to Tender, The NIC are cancelling this tender due to issues with our documentation which is detailed below.

This tender will be re-advertised in the coming days with the below issues resolved. Bids that have already been received will need to be resubmitted against the new notice, however, very minimal changes will need to be made.
