Explanation:

The Trust ran a procurement under Directive 2004/18/EC for IT services. The Contract was awarded to Cerner Software Technology to implement and support the licensed software. The Trust intends to extend the use of the Cerner product and as such requires a number of additional licenses and further professional services from Cerner UK Limited. The Trust relies on Article 32(5) (b) in establishing this new contract arrangement with Cerner UK Limited; the Cerner Millennium platform is a proprietary system of the supplier and significant investment has already been made by the Trust in its implementation to date.

The Trust now intends to procure the following; Cerner electronic nursing documentation - Inpatient & outpatient.

Professional services to enhance and extend the existing Cerner Millennium clinical documentation for standard, SAHP and specialist nursing in both the inpatient and outpatient care settings. This area includes the implementation of functionality to support:

-Tissue Viability.

-Falls prevention.

-AKI.

-VTE.

-Enhanced Discharge process.

This will implement the workflow to support a number of complex medication orders. Cerner Critical Care Documentation & Critical Care Neonates. Professional services to enhance the existing Cerner Millennium product through the configuration of the workflows and clinical documentation including the integration of vital sign monitoring data. Cerner physician documentation.

Professional services for the configuration and implementation of physician documentation across both inpatient and outpatient care settings. The trust is already licensed for this product. Cerner ambulatory – Outpatient Ordering. Professional services for the configuration of outpatient orders including order sets. The Trust is already licensed for this product. Cerner Ssurginet and Anaesthesia Information System. Licensing and professional services for the implementation of anaesthesia documentation, with integration to the Trust’s Cerner Millennium. Anaesthesia Management provides automation for the following major functions: staff assignment, schedule access, daily case overview, pre-anaesthesia evaluation, intra-anaesthesia record, post-anaesthesia documentation, remote monitoring and management reporting. Cerner PowerChart Maternity. Licensing and professional services for the implementation of functionality to collect and integrate all of the data for both mother and baby - from diagnosis of pregnancy through the postpartum period, creating a lifetime clinical electronic medical record automating the nursing, clerical workflows and supports the care process for obstetric triage, obstetric admission, antepartum care, scheduling, intrapartum care, labour, delivery, perioperative care, postpartum care, and well newborn care. Including the seamless integration with the existing EPR, particularly urgent and emergency care. Cerner IBUS Device Integration. Professional services, software and interface devices required to connect compatible medical devices to the Cerner Millennium product and to be joined, with both nursing and physician documentation workflows. This includes the provision of an Enterprise Service Bus integrated to the main EPR.

The areas within scope are; Integration of the theatre anaesthetics carts, ICU vital signs monitoring, Cerner Capacity Management – Patient Services.
